		<description><![CDATA[The thought occurred: An international ocean plastics debris clean-up program, perhaps co-sponsored by Scripps and the U.N., where every ship on the sea trolls for plastic debris, hauls it aboard, stores it in containers provided by the program, deposits filled containers at designated ports, retrieves new containers there provided by a wandering fleet of container pickup and replacement ships.  Intended just as a germ of a thought.]]></description>
